Will Mortgage Interest Rates go as low as 4% in 2009

I have been following the mortgage interest rates closely this year, but it is hard for me to figure out if they will go down to 4%. From what I have seen on the news, it seems like that is the goal for our current administration. I guess this will encourage people who are contemplating on buying a house, but it might not solve the housing crisis.
